Most Montenegro boat tours start from Kotor. It's very central, historic, scenic and the tours incorporate a visit to one of Montenegro's main attractions - Our Lady of the Rocks.
If you take a boat tour to Our Lady of the Rocks, I recommend getting one with at least a short stop in Perast, a UNESCO Heritage town just a few minutes from Our Lady of the Rocks. It's a beautiful town to walk through and there are historic churches and museums to visit.
If you want to go further and see the whole Bay of Kotor, choose a tour that takes you to the Blue Cave on Lustica Peninsula. On a tour like this you'll see Kotor Bay, Our Lady of the Rocks, the Blue Cave, Lustica Peninsula, Mamula Island, the caves the army used to hide submarines and even have a beach stop if you like.
Many of the tours are similar. I've included all the most popular ones because some are slightly longer or shorter and depart at different times of day.
Booking a seat on a small group tour is a great way to get a boat tour for a fraction of the cost of booking a whole boat. Here are the best ones:
This is the best value tour you'll find. There are 6 departures daily and you'll get private service at a large group tour price.
This small group speedboat tour has a maximum of 15 people on each tour and you can buy single tickets if you're travelling alone.
The tour cruises along the coast from Kotor to Our Lady of the Rocks, where you have a 30 minute stop to tour the island.
Then you head over to Perast, where you have another 30 minute stop to see the UNESCO Heritage town, before cruising back to Kotor City Park, by the old town.
The tour includes free cold drinks and you can book now and pay on the day.

This is the most popular tour on Montenegro Pulse and it's a great way to pack the most into your boat tour.
First stop is Our Lady of the Rocks, before you head through the Verige Straits and along the Herceg Novi Rivera.
Then it's out of the bay, past Mamula Island, the WWII prison island, and along Lustica Peninsula to the Blue Cave, where you have a 30 minute stop to swim in the cave.
On the way back to Kotor, you'll stop in the caves the army used to use to hide submarines.
The tour includes free cold drinks and you can book now and pay on the day.

If you can put a group of at least 4 together, I recommend you look at the private tour options. You might be able to get a private tour for the same or even less than a group tour, where you have no control over where you go. The tour departs from Kotor and takes you on a scenic ride through the Bay of Kotor to Our Lady of the Rocks in front of Perast.
You have a stop at Our Lady of the Rocks to take a tour through the church and museum (€1 per person), before returning to Kotor.

The fastest way to see both Our Lady of the Rocks and Perast town.

This 3 hour tour starts in Kotor and takes you through the whole of the Bay of Kotor and out to Lustica Peninsula.
You cruise through the bay to Our Lady of the Rocks, where you have a 20 minute stop to see the church and museum.

This 4 hour tour starts in Kotor and takes you the length of the Bay of Kotor, along Lustica Peninsula and ends with a beach stop .
You cruise through the bay to Our Lady of the Rocks, where you have a 20 minute stop to see the church and museum.

I highly recommend taking a tour to see Mamula Island if you can. It's a fascinating ruin of a former prison from WWII. Unfortunately it's set to be developed so you won't be able to visit it for much longer!
This tour takes you along the Bay of Kotor coast to the island, which sits at the entrance to the bay. You have 45 minutes to visit the island before you get back on the boat for a drinks and sunset photo stop. You can also extend the tour and stop for dinner at a local restaurant.

This tour takes you to see the old Yugoslav submarine caves. These caves were built and use to hide submarines from enemy spy planes.
Now they're empty - although occasional there's a rave held in them - and they're mostly a tourist attraction and cliff-jumping spot.

See Mamula before it's gone!
Mamula is a piece of Montenegro's history that's scheduled to be turned into a hotel in the near future.
The island at the entrance of Kotor Bay is an Austro-Hungarian fortress that was used as a prison during the world wars and it's been abandoned and left to ruin. At the moment you can can still explore the fortress and see island free of charge. It's a fascinating place.

Lake Skadar is a fantastic place for a boat tour.
It's a national park and home to over 280 bird species including the rare Dalmatian Pelican and Pygmy Cormorant.
There are boat cruises anywhere from an hour to a full day. You can visit island monasteries, go bird watching, see the pelicans... and pick water lilies!
When you're done you can try some of the lake specialties like marinated carp, fresh from the lake.
