Hi Pat,

It depends on your passport. If you are travelling on a USA passport you don't need a visa to visit Montenegro.

Depending on the regulations when you arrive you may need a negative PCR test. You can find information on coronavirus requirements at https://www.covidodgovor.me/me/putovanja (not in English unfortunately so you'll need to use Google translate set to Croatian).
